Casella Waste Systems Montpelier Office Building Replacement

Casella Waste Systems partnered with PC Construction to rebuild the company’s Montpelier Hauling Division office after flooding destroyed the original building in July 2023. The replacement facility is a three-story, 8,000-square-foot addition built onto Casella’s existing warehouse, restoring the day-to-day administrative and dispatch operations that support the company’s regional hauling fleet. The upper two floors house a conference room, dispatch room, kitchen, and open office space, while the lower level provides dedicated storage.

Structurally, the addition rises on 15-foot-high foundation walls with structural steel framing, two slab-on-deck floors, and a metal deck roof. The building envelope combines four-inch insulated metal panel siding, thermoplastic polyolefin (TPO) roofing, fiberglass windows, and insulated sectional exterior doors built to withstand Vermont’s seasonal extremes.

Because the site sits within the Winooski River floodway, resiliency drove nearly every design decision on this rebuild. Flood vents built into the lower level allow rising water to pass through the structure during heavy rain events, and the elevator is equipped with a flood sensor that automatically sends the cab to the top floor the moment water is detected in the pit. PC elevated electrical gear throughout the facility, including the existing warehouse, to 24 inches above the revised FEMA floodplain, protecting critical systems from any future flood events.

Beyond the new addition, PC Construction upgraded the existing warehouse with new electrical, plumbing, fire suppression, and fire alarm systems, bringing the older structure up to current code and aligning it with the same standard of protection built into the new office space.

The project gives Casella’s Montpelier team a resilient home base along the Winooski River built to withstand the flood-prone river corridors.
